§ 11-47. Approval and adoption.

  • Based on the following determinations, the development plan is hereby adopted and approved:

    (1)

    The development plan and all expenditures therefor constitute a public purpose.

    (2)

    The development plan meets the requirement of Section 17(2) of Act No. 197 of the Public Acts of Michigan of 1975 (MCL 125.1667(2), MSA 5.3010(17)(2)), as amended.

    (3)

    The proposed method of financing the development is feasible and the downtown development authority has demonstrated the ability to arrange the necessary financing.

    (4)

    The proposed development is reasonable and necessary to carry out the purposes of this article.

    (5)

    The development plan is in reasonable accord with the master plan of the city.

    (6)

    Changes in zoning, streets, street levels, intersections and utilities are reasonably necessary for the development and for the city.
