No person, firm or corporation shall place on or use any street located within the
city, or any portion thereof, for any purpose incidental to the construction, demolition
or repair of any building adjacent to the street or for any other purpose, without
first obtaining a permit and complying with all other provisions of this article,
inclusive of any and all applicable present and future state, county and local laws,
regulations and such specifications as are from time to time hereafter promulgated
by the city engineer.
