§ 2-251. Policy statement.

  • It is hereby declared the policy of the city that:

    (1)

    Employment in the city government shall be based on merit and fitness, free of personal political considerations.

    (2)

    Just and equitable incentives and conditions of employment shall be established and maintained to promote efficiency and economy in the operation of the city government.

    (3)

    Positions having similar duties and responsibilities shall be classified and compensated on a uniform basis.

    (4)

    Appointments, promotions and other actions requiring the application of the merit principal shall be based on systematic tests and evaluations, whenever practicable.

    (5)

    A productive work environment shall be maintained by fair administration of the rights and interests of employees consistent with the best interests of the public and the city.

    (6)

    Tenure of employees covered by this article shall be subject to good behavior, the satisfactory performance of work, and the availability of funds.
