The city may participate in, sponsor, conduct, or administer cooperative purchasing
agreements for the procurement of any supplies, services or construction with one
(1) or more other governmental bodies. Such cooperative purchasing may include, but
is not limited to, joint or multi-party contracts of a governmental body or opened
state and federal contracts which are made available to local governments. The city
may also use the pre-existing bid of any other governmental body or public procurement
unit for the procurement of any supplies, services, or construction, provided that
such bid was derived through a competitive bidding process. In addition, the city
may utilize bids or proposals obtained by a nonprofit entity that expressly solicits
bids and proposals for governmental agencies, provided that such bids were derived
through a competitive bidding process.
