The sewage works of the city is under the management of the public services director
or his or her designated representative who may implement this article by making such
rules, regulations, determinations and requirements as he or she deems necessary and
advisable for the safe, efficient, and proper operation of the sewage works subject,
however, to the rights, powers and duties with respect thereto which are reserved
by law to the council.
