All measurements, tests and analyses of the characteristics of waters and wastes to
which reference is made in this article shall be determined in accordance with the
techniques prescribed in 40 CFR 136 and amendments thereto or, if 40 CFR 136 does
not contain sampling or analytical techniques for the pollutant or waste characteristic
in question, in accordance with procedures approved by EPA or as found in standard
methods and approved by the public services director. Sampling methods, times, duration
and frequencies are to be determined on an individual basis subject to the approval
of the public services director.
