§ 3-3. Sales restricted.

No licensee, by himself or herself, or another, shall sell, furnish, give or deliver any alcoholic liquor to any person:
(1)

Who is so intoxicated as not to be in control of all his or her facilities;

(2)

On any day during the hours not permitted by state law or the state liquor control commission.
