§ 6.3. Introduction, Consideration, and Style of Ordinances.

  • (a)

    Each proposed ordinance shall be introduced in written form. The style of all ordinances passed by the Council shall be, "The City of Owosso Ordains:"

    (b)

    No ordinance shall be passed at the same meeting at which it is introduced, unless the same is declared to be an emergency ordinance by the affirmative vote of not less than five members of the Council.

    (c)

    An ordinance may be repealed or amended only by an ordinance passed in the manner provided in this chapter. An ordinance may be repealed by reference to its number and title only.

    (d)

    If a section of an ordinance is amended, the section shall be re-enacted and published at length. This requirement shall not apply to the schedules of one-way streets and of parking limitations contained in any traffic ordinance, nor to the city's zoning ordinance nor to any ordinance authorizing the issuance of bonds.

    (e)

    Each ordinance, after adoption, shall be identified by a number.

    (f)

    Each ordinance shall be recorded by the Clerk in the Ordinance Book, and the enactment of such ordinance shall be certified by him therein. Such recording and certification shall be prima facie evidence of the due and proper adoption and effectiveness of ordinances of the city.

    (g)

    All ordinances, resolutions, rules, codes, and official proceedings of the city may be placed in evidence in all cases before all courts and tribunals by a copy thereof, certified as true by the Clerk, under the seal of the city, in addition to other methods provided or permitted by law.
