§ 7.13. City Library.

(a)

The city library shall be a department of the city government under the direction of a Library Board composed of five members who shall be appointed by the Mayor, subject to confirmation by the Council. The terms of members of the Library Board shall be for five years, commencing on July 1, and shall be so arranged that the term of one member shall expire in each year. The Library Board shall possess such powers as are conferred upon such boards by law.
